Pin 7 can sink up to 25-30 mA, while pin 3 can source much more. As for the linear response, unfortunately it can't get any better with this circuit. I suggest you use pin 3 with a limiting base resistor of about 180 Ohms. I have a 12V 2A - Power supply, but would maybe upgrade to higher Ampere. And guess what... What mods can be done to make this smooth and still retain relative efficiency?
